  1. COBHAM FREE SCHOOLS

    Two separate groups propose opening Free Schools in Cobham.  Approval has been given to negotiate the sale of Cobham Police Station and section house to the organisation that finds suitable premises for Free Schools, so this may be the site for one.  See the NEWS section of this site for more details.

  2. 408 BUS ROUTE

    The 408 bus service is under review. One option is to reduce the frequency of the Cobham to Leatherhead part of the service, which is 2-hourly. The CDRA has contacted the bus company & Surrey County Council to find out more & to highlight the detrimental effects.  We are pursuing this with the Council.  The 408 a vital link from Cobham to Epsom Hospital.  www.surreycc.gov.uk/busreview.

  3. ALLOTMENTS

    The CDRA Environment & Amenities Representative, Ian Clifford, has taken up the cause of increasing the number of local allotments.  It looks as though he will be successful and there will be an extra area next to the existing Leg of Mutton allotments.

Road Closures & Restrictions, 2011-2012

A substantial programme of road works is being carried out in Cobham and Downside to provide utility services to the new Motorway Service Area on the M25 at Downside.  The CDRA has been endeavouring to do everything we can to have the plans altered to reduce the impact.  There has been some improvement.

Both Gas & Electricity Utility contractors say they are working 7:00 to 18:00 on weekdays, with some working at weekends, to get ahead of the plan and lessen the disruption.

 

Status as as 1st February 2012

The latest news we have about the roadworks is shown below and was provided by Surrey County Council on 1st February.

  • Southern Gas Networks (SGN) are currently nearing completion of their works on Downside Road. Works have been completed from the Motorway Bridge towards Cobham and at the time of writing black top is being laid to the final section outside Cobham Park which represents the extents of the works in this direction.
  • Minor SGN works will be required between the junction of Downside Common Road and the motorway bridge to establish the position of and make connections to the existing supply at this location. These works are expected to last a few days into next week and will involve two way temporary traffic signals.
  • The situation with the siting of the proposed Governor station on Elmbridge BC land adjacent to Downside Bridge Road and the allotment site technically remains unresolved. An easement agreement is required between Elmbridge and SGN to negate the necessity to close Downside Bridge Road. Although it is not anticipated that an issue will exist, this does remain outstanding.  (Update - Elmbridge Borough Council have now agreed this).
  • UK Power Networks have completed the supply reinforcement works to the north east of Cobham and are currently undertaking works in Church Street under a full closure using works techniques sympathetic to the surrounding historic buildings. It is expected these works will be completed this coming weekend at which point works will transfer to Downside Bridge Road from the junction with Church Street towards the river bridge. This will require two way temporary traffic signals. It is anticipated these works will be in progress for two to three weeks encompassing the school half term period.This will complete the UK Power Networks section of the MSA project.
  • Initial plans included the provision for SGN to undertake gas pipe replacement in Church Street whilst the closure for UK Power was in place, however timings have not enabled this co working to happen and the gas replacement works have now been postponed, possibly for several years.
  • Works with regard to fresh water supply and BT ducting in Bookham Road are still to be undertaken and discussions are in progress on this at present. (Bookham Road leading to Bookham Common and Hill Farm, Chasemore Farm and New Barn Farm).

 

Status as at 15th January 2012

This update was received from Surrey County Council on 15th January.

  • Southern Gas Network (SGN) started work on Downside Road on the 9th of January, a week later than planned because of resource issues. It is expected that they will have around four to six weeks work in this location depending on weather and ground conditions.
  • UK Power Networks will commence in Church Street the 1st week of February, under closure.  We believe advanced warning signs are already in place for this and that residents have been informed of the situation. This is one to two weeks work.
  • Following on and dependant on the SGN works in Downside Road, UK Power will then excavate Downside Bridge Road, past the Church under two way temporary traffic signals towards the river bridge.  It is expected that in total this may be two to three weeks work. UK Power and SGN will not be permitted to occupy Downside Bridge Road and Downside Road concurrently with temporary traffic signals.
  • The situation with the necessity for SGN to close Downside Bridge Road is still being resolved, however it seems likely that Elmbridge BC and SGN will reach agreement permitting a governor to be sited adjacent to the electrical substation next to the allotments negating any need for a road closure. The timing of this will then need to be arranged dependant on other activities in the locale.
  • There are works required in Bookham Road, these are yet to be agreed and programmed.

 

Status as at 6th October, 2011

This update was received from Surrey County Council on 6th October.

  • Southern Gas Networks (SGN) currently working in northern section of Downside Bridge Road, utilising one way system of traffic management including Church Street due to length and location of site not being suitable for temporary traffic signals.
  • Working method of directional drilling employed although unsuitable ground conditions approaching junction with Church Street have necessitated open trench work.
  • Due to delay created by this change of work method, likely completion of this phase of works is now Wednesday 12th October.
  • On completion SGN will relocate to Horsley Road for an approximate 18 week programme working towards Cobham under two way traffic signals.
  • Junction with Downside Common Road planned for school half term, end of October.
  • Potential closure of Downside Bridge Road dependant on outcome of easement agreement application with Elmbridge BC. Decision awaited. Should closure prove unavoidable, this will be planned for spring school half term week, however initial indication from Elmbridge is encouraging.
  • Ongoing programme adjustments to allow best use of road space to reduce local impact.
  • UK Power Networks currently in Stoke Road open trenching under two way lights, having completed Horsley Road ahead of schedule.
  • Works started away from town to lessen impact of adjacent UK Power and SGN works. Current report being that excavation is proving testing due to compacted ground conditions.
  • (To original programme SGN works should have been cleared before UK Power works commenced)
  • Stoke Road project phase to continue to 30th November, Christmas embargo period. UK Power then transferring to Fairmile Lane throughout the Christmas period.
  • Review meeting to be held with UK Power at this point, with likelihood of works continuing in Water Lane after Christmas followed by Mill Road and River Hill before working in Church Street under a full closure.

The original schedule of road works reproduced below was given to Surrey County Council by the Utility Companies and added to the CDRA website on 13th August 2011.  It has since been subject to change as the work is now in progress and because some imrpovements have been made.
